Disregard. I was able to get the firmware from Vorwerk's site for the Rev 113/Cruz board and flash it to my Neato manually using the same instructions provided here for the Rev 64/Binky ones.

Just noticed something strange. If I plug my batteries in and hit the START button, I get nothing but a red LED ring around the start button. If I plug my batteries in and hold START + BACK, I get a flash of a green LED ring around the START button for about a second, then it goes red. Any idea why ...

An XV-21 bought new in July 2014 would most likely have the newer system boards, and actually still be under warranty today except for the forbidden disassembly. Outside the U.S. this is often the only possibility. This XV-21 was bought refurbished via meh.com and came with the 90 day Neato warrant...

Normally when you get a rash of errors reported by your Neato it is due to poor voltage. Sometimes it's a bad cell in one of the twin packs, and other times it's due to a poor electrical connection in the battery wiring harness. Gotchya. I just read your post in the firmware 3.4 thread. Your board may have been OK and possibly the tachometer disk on the back of the brush motor was at fault. I just had the same problem happen... 3.4 upgrade failed and now the dreaded red ring around the start button... I tried all different combinations of the reset procedures listed (start+back, Start+left bumpers, etc.) and could not get it to reboot.
Guess now it's REALLY hosed.

Thanks for the insight. I assume my only solution would be to replace the board?
If so, any other suggestions besides eBay for this? I do see a few on eBay right now, both the Binky and Cruz revisions. Does it matter which revision I go with? Is one better than the other?
