My mother would like a robot vacuum (Shark ION RV765) for her apartment located in a senior facility. The building wifi does not reach her apartment. However, she does have hotspot on her iPhone 13. We would set up the robot using wifi from a portable hotspot. After setup is complete, can the robot run on bluetooth? or by using the hotspot on her phone?

It should work on its own without wifi but a hotspot may work. Give it a try

A hotspot creates WiFi in its vicinity. Usually the phone connects to the independently powered hotspot by WiFi, hotspot a standalone WiFi device with its own cellular network connection. So a separate service contract for minutes etc. needed for the hotspot with its own sim card. Many phone suppliers do not support hotspots but T-Mobile big on them with 5G internet. An offshoot is a 5G device just for home internet at $40/mo. alternative to cable services.

For a couple years at least high end iPhones include a hotspot function and 5G, connect PC's through the phone with WiFi, no additional hotspot device needed.

HIgher end Android phones also include a Hot Spot function. These are useful in some hospitals or institutions with less than full indoor WiFi coverage.
Or just internet at home or office without cable connections.
